- ➤ The Town of Normal announced road closures for the Sugar Creek Arts Festival this weekend—Constitution Boulevard will have no parking from 4 p.m. on October 9 and close at 5 p.m., while East Beaufort Street, Uptown Circle, North Street, and Broadway will become no-parking at 11 a.m. on October 10 and close at noon; roads reopen around 6 p.m. on October 12.
